City Hall & Civic Centre Master Plan

The City’s initiative to replace its existing municipal offices resulted in a North American based design competition to develop a new civic centre on the existing site.  As a design competition finalist, our concept design was based on a master plan approach for this central downtown site.  The resultant City Hall is an L-shaped design, with 325,000 s.f. on levels ranging from 3 to 6 storeys.  Viewed from the west, the building commands a powerful presence, offset with a civic tower that signifies the city skyline from even greater distances.  The new City Hall is a composition of building forms; the Civic Street, Council Chambers, Administrative Offices and the Community Office Pods.  Collectively, these form the edge of a new Civic Square, where building and site are an extension of each other.  The Civic Square serves as a forecourt to the building, conceived as the pre-eminent outdoor public assembly space in the City.
